  INTRODUCTION 
        Using the Web to make retrospective resources accessible to a broad public 
        raises issues of image quality, utility, and delivery at the user's end. 
        User studies have concluded that researchers expect fast retrieval, acceptable 
        quality, and complete display of digital images. This leads cultural institutions 
        to confront a whole host of technical issues that do not exist in the 
        analog world.
